I found the sysinternals fat32 driver i wondered about and lots of sysinternals stuff appears to be there, as in all the stuff that would have been taken down by sysinternals or microsoft

FAT32 is a FAT32 file system driver for Windows NT 4.0. Once installed, any FAT32 drives present on your system will be fully accessible as native Windows NT volumes.

According to BearWindows
If FAT32.SYS driver set to boot mode start it is possible to BOOT from FAT32 partition in NT4.

Hiya,
Is this the READONLY ("free") version, or the READ-WRITE ("pro") version?
Thanks!

I believe that this is Free and Read-Write version. Because awergh mentioned you can boot and install on that partition.

can this be combined with the udma driver for large drive support and be integrated with nLite into NT4 itself? this would be good for when you setup and install NT4 rather than having to worry about it post-installation.

Just an idea!
